SYNOPSIS: At 3:00 AM today, the center of Severe Tropical Storm "NIKA" {TORAJI} was estimated based on all available data at 150 km West Northwest of Laoag City, Ilocos Norte (18.3°N, 119.1°E) with maximum sustained winds of 95 km/h and gustiness of up to 115 km/h. It is moving West Northwestward at 20 km/h. Also, at 3:00 AM today, the center of Tropical Storm "OFEL" {USAGI} was estimated based on all available data at 1,125 km East of Eastern Visayas (12.7°N, 135.0°E) with maximum sustained winds of 75 km/h and gustiness of up to 90 km/h. It is moving West Northwestward at 25 km/h.
