SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "DINDO" {JONGDARI} was estimated based on all available data at 635 km Northeast of Itbayat, Batanes (24.9°N, 126.1°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northeastward at 10 km/h. Southwest Monsoon affecting Extreme Northern Luzon.
