SYNOPSIS: At 3:00 AM today, the center of Typhoon "GORING" {SAOLA} was estimated based on all available data at 195 km East of Calayan, Cagayan (19.1°N, 123.3°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving Southwestward at 10 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
