SYNOPSIS: At 3:00 AM today, the center of Severe Tropical Storm "FALCON" {KHANUN} was estimated based on all available data at 1,205 km East of Northern Luzon (17.7°N, 133.1°E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving North Northwestward at 15 km/h. Southwest Monsoon affecting Luzon and Visayas.
