SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "DODONG" was estimated based on all available data at 15 km West of Laoag City, Ilocos Norte (18.2°N, 120.4°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 75 km/h. It is moving Westward at 20 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
