SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "CHEDENG" {GUCHOL} was estimated based on all available data at 860 km East of Extreme Northern Luzon (20.1°N, 130.2°E), with maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. It is moving North Northeastward at 20 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, Visayas, and Mindanao.
