SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "Rosal" {PAKHAR} was estimated based on all available data at 870 km East of Extreme Northern Luzon (20.0°N, 130.3°E) with maximum sustained winds of 75 km/h near the center and gustiness up to 90 km/h. It is moving East Northeastward at 15 km/h. Northeast Monsoon affecting Extreme Northern Luzon.
