SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "Obet" was estimated based on all available data at 125 km West Southwest of Basco, Batanes (20.2°N, 120.8°E), with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving Westward at 15 km/h. Northeast Monsoon affecting Northern Luzon. Intertropical Convergence Zone (ITCZ) affecting Mindanao.
