SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "Obet" was estimated based on all available data at 100 km East of Basco, Batanes (20.3°N, 122.9°E), with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Westward at 20 km/h.
