SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "KARDING" {NORU} was estimated based on all available data over the coastal waters of Santa Cruz, Zambales (15.7°N, 119.8°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 215 km/h. It is moving West Northwestward at 30 km/h. Southwest Monsoon affecting Southern Luzon, Visayas, and the western section of Mindanao.
