SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "KARDING" {NORU} was estimated based on all available data at 805 km East of Northern Luzon (17.1°N, 129.3°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving West Southwestward at 15 km/h. Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.
