SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "HENRY" {HINNAMNOR} was estimated based on all available data at 445 km Northeast of Itbayat, Batanes (23.7°N, 124.8°E) with maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. It is moving Northward at 10 km/h. Southwest Monsoon affecting Northern and Central Luzon.
