SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "ESTER" was estimated based on all available data at 845 km East of Extreme Northern Luzon (21.5°N, 130.0°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving West Northwestward at 15 km/h. Southwest Monsoon affecting Southern Luzon and Visayas.
