SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "DOMENG" was estimated based on all available data at 980 km East Northeast of Extreme Northern Luzon (23.1°N, 131.0°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving North Northwestward at 15 km/h. Southwest Monsoon affecting the western sections of Northern and Central Luzon.
