SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "DOMENG" was estimated based on all available data at 975 km East of Extreme Northern Luzon (21.1°N, 131.3°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving Northward at 15 km/h. Southwest Monsoon affecting the western sections of Central and Southern Luzon.
