SYNOPSIS: At 3:00 PM today, Typhoon "ODETTE" {RAI} was estimated based on all available at 495 km East of Hinatuan, Surigao del Sur (9.1°N, 130.8°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving West Northwestward at 25 km/h. Northeast Monsoon affecting Luzon.
