SYNOPSIS: At 3:00 AM today, Severe Tropical Storm "ODETTE" {RAI} was estimated based on all available at 755 km East of Hinatuan, Surigao del Sur (8.7°N, 133.2°E) with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving West Northwestward at 25 km/h. Northeast Monsoon affecting Luzon.
