SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "KIKO" (CHANTHU) was estimated based on all available data at 35 km Northwest of Itbayat, Batanes (21.0°N, 121.6°E) with maximum sustained winds of 185 km/h near the center and gustiness of up to 230 km/h. It is moving North Northwestward at 15 km/h. Southwest Monsoon affecting the rest of Luzon.
