SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "FABIAN" was estimated based on all available data at 1,320 km East of Northern Luzon (19.5°N, 135.0°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving North Northeastward at 15 km/h. Southwest Monsoon affecting Southern Luzon, Visayas and Mindanao.
