SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "Dante" (OUTSIDE PAR) was estimated based on all available data at 225 km West of Itbayat, Batanes (21.0°N, 119.7°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Northeastward at 20 km/h. Southwest Monsoon affecting the western sections of Northern and Central Luzon.
