SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "BISING" {SURIGAE} was estimated based on all available data at 1,060 km East Northeast of Extreme Northern Luzon (22.7°N, 131.9°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving East Southeastward at 15 km/h.
