SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "BISING" {SURIGAE} was estimated based on all available data at 805 km East Northeast of Basco, Batanes (23.1°N, 129.2°E) with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving Northeastward at 15 km/h.
