SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "BISING" {SURIGAE} was located based on all available data at 370 km East of Basco, Batanes (20.3°N, 125.5°E) with maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. It is moving North Northeastward at 15 km/h.
