SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "BISING" {SURIGAE} was located based on all available data at 370 East Northeast of Casiguran, Aurora or at 405 km East of Tuguegarao City, Cagayan (17.1°N, 125.5°E) with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. It is moving North Northwestward at 15 km/h.
